Dear Dan,

I'm not really sure I understand your question. Presently it is
not the norm in the U.S. to stand during the Eucharistic prayer.
The General Instruction of the Roman Missal #21 specifically
orders: "They (the congregation) should kneel at the Consecration."

At the June, 1995 meeting of the U.S. Bishops, a motion was
introducted to ALLOW (not MANDATE) standing at the Consecration.
It awakened so much opposition that the motion was withdrawn
(CREDO, issue of August, 1995).

However, if you are talking about a person's kneeling before the
Eucharistic minister just before receiving Communion, that is
permitted. The faithful may receive Communion either kneeling or
standing (INAESTIMABILE DOMIN, I, 11)*.
